Twitter app that will automatically add #hash and @at tags to your tweet based on trends / usernames

This app will automatically tag tweets with @at tags and #hash tags. Based on trends at search.twitter.com and usernames. Could be in the form of a proxy or some desktop application. If it could be a plugin for tweetdeck all the better.
